I have just added explicit build instructions for Ubuntu 18.04 in the Orthanc distribution (those are just an adapted version of the instructions for Ubuntu 16.04):

These build instructions have been validated in a Docker environment started as follows:

I appreciate the added notes, and to confirm: when I build the product from source, everything works as expected, including setting the tzdata to UTC. However, I’m hoping to deploy a system that doesn’t require every server to have to build it’s own binaries from source, which is why I was attempting to use the pre-compiled binaries from lsb.orthanc-server.com. It’s when I use those the problems arise with “Etc/” … are you able to re-produce the problem I’ve outlined?
