I am deploying the plugin downloaded for Windows:

“Plugins” : [
“plugins/OrthancPostgreSQL-1.2-Index.dll”,
“plugins/OrthancPostgreSQL-1.2-Storage.dll”
],

But when starting Orthanc have the following output in the log:
