There is no such plan, because integrating the Java virtual machine would result in bloating the Docker images (it would add several hundreds of megabytes), but those images are designed to be as lightweight as possible.
That being said, you could easily derive another Docker image from the Dockerfile of jodogne/orthanc-plugins
, installing the official default-jdk
Debian package.

FYI, the java plugin is included in the -full
flavor of orthancteam/orthanc
images. Sample setup.
