Rejected N-ACTION request from remote DICOM

We see the above warning from time to time when series are being transmitted using Storage Commitment. Is there a resource to better understand the semantic and dynamics during Storage Commitment, so we can better understand the meaning of this message?

Looking at http://dicom.nema.org/dicom/2013/output/chtml/part02/sect_F.4.html I get the impression that N-ACTION is related to reconciling the instances which were sent against the asserted list of items to transfer, but it’s not clear what failed.
