We installed the latest version Orthanc for Microsoft Windows (OrthancInstaller-Win64-21.8.3).
We used Orthanc ODBC 1.0 plugin to connect Microsoft SQL Server 2019 Developer successfully.
We try to upload DICOM files contained Chinese, Japanese, Korea, Thai word to MSSQL via ODBC plugin.
But it did not work.

Could you please help me confirm above mentioned question?
Do you have any solution dealing with it ?

No, I can not guarantee that these kinds of files have been tested with ODBC + MSSQL.
Since these questions are relative to using Orthanc together with a commercial DB engine, Osimis considers that investigating this topic is out of the scope of the “free support”.
The ODBC plugin has been funded by an industrial partner - the same will apply to new features/bug fixes related to commercial DB engines.

Sharing the ouptut of this analysis with everyone:
On Windows systems, we have noticed that the ODBC drivers character encoding seems to depend on a system level configuration. This configuration needs to enforce UTF-8. Therefore, it is advised to configure the system locale as follow:
The initial problem was observed on a system where the current system locale was set to Chinese.
The orthanc book has been updated accordingly.
