Absolutely! I have tested Orthanc in production on 9.5 (now working on 9.6). Btw if you are going to import to Orthanc a big archive (several Tb of pictures) I can recomend to look at issue 47 to overcome some performance problems.

Im using Orthanc 1.3 with PostgreSQL 9.6.3 on Windows without any issues.
