To the best of my knowledge, K-PACS is not free and open-source software, so please get in touch their developers to know whether they support DICOM TLS or DICOMweb over HTTPS:

On the other hand, the Orthanc Book readily contains examples of calls for DICOM TLS clients (for both DCMTK and dcm4che command-line tools):
