How do you create the tables? How to create schemas?  
How to check if postgreSQL is working correctly?

Orthanc creates the tables on its own but you need to set it up with access to the database.

It contains an example configuration for the PostgreSQL related stuff. The other Orthanc options won’t really matter here (save for index and storage directory, of course).
