In adition to "“DicomAlwaysAllowGet” on the config file, is the a “DicomAlwaysAllowMove” option that I can use?

Indeed, this option was missing. I’ve just implemented it: https://hg.orthanc-server.com/orthanc/rev/ec8aef42a7db.
It will be available in the next release (date still unknown) or is already available in the mainline if you build from source.
